BYLAWS (extracts)

3    PLAYER PERMITS

 

3.1       Full permits will only be granted to Members.

            1.         A player registered in a particular grade cannot play in a lower grade unless they have written permission from the Permit Committee.

3.2       An unregistered player may play on a temporary permit for three matches only, as granted by the Permit Committee.

            1.         Before playing a fourth match that player must apply to the Recorder on a Player Registration Form in accordance with Bylaw 1.2.1;

            2.         Until that player's registration is ratified by the Permit Committee he may continue to play on a temporary permit;

            3.         If that player is not granted a full permit the Executive Committee shall determine the outcome of those matches in which the player participated; and,

            4.         Where the unregistered player is a replacement player, if appropriate, the Permit Committee shall determine the outcome of those matches in which the player participated in accordance with Bylaw 4.2.

 

3.3       A player playing on a temporary permit must be indicated on the Score Sheet of both teams.

 

3.4       Any Club playing an unregistered player under their own name or the name of another player, or playing a player under a name other than that which they are registered shall be liable to a Penalty.

            Penalty -          Forfeiture of all rubbers in which the offending player participated.

 

3.5       A player may at all times be elevated to a higher grade by their Club.

            1.         After playing four matches in a higher grade than that for which they are registered, that player is deemed qualified for that grade and cannot play in a lower grade without written Permit Committee approval.

            Penalty -          Forfeiture of all rubbers of the player involved.

 

3.6       A player must not play more than once in the same week unless;

            1.         The player is playing as a reserve for a higher team in an emergency, in accordance with Bylaw 3.5; or

            2.         One match applies to a different round because of postponement.

            Penalty -          Forfeiture of all rubbers of the player involved.

 

3.7              In the event of a Club having more than one team in a grade, and in cases of

             genuine unavailability of a player, the Permit Committee may, upon request

             by the Club, and in its discretion, allow a reserve player to play in each of the

             Club`s teams in that grade (maximum 3 matches in each team).  

             By-Law 4.2 applies.

 

3.8       Any registered player currently playing in the top two grades of a State Association shall not compete in fixtures of this Association unless:

            1.         They have played in this Association continuously for the previous three years;

            2.         They are a regular attendant of the church of the Club for which they desire to play; or

            3.         They are granted written permission to play by the Permit Committee.

 

3.9       Players meeting the requirements of Bylaw 3.8 may only play in the A grade for this Association.

 

 

4.                              PERMIT COMMITTEE

 

4.2       In determining the grade in which a replacement player may play, the Permit Committee should only grant permission where, in their opinion, the replacement is not of a significantly higher standard than the person being replaced, in all grades.  Any breach of the above conditions as determined by the Permit Committee may result in forfeiture of the rubbers of the players of the teams guilty of the infringement.

 

10.       ARRANGEMENT OF PLAY

10.1     In the Winter competition the team shall consist of four players, with at least

            one man and one lady, who shall play in order of merit on the following 

            basis

1.                 matches shall comprise twelve rubbers of best of five games of eleven,

with advantage to be played if ten all;

2.                 eight rubbers shall be singles and four rubbers shall be doubles

3.                 in singles event:

1          the no. 1 player shall play the no. 1 and no. 2 players of the

       opposing team;

2          the no. 2 player shall play the no. 2 and no. 1 players of the

       opposing team;

3          the no. 3 player shall play the no. 3 and no. 4 players of the

       opposing team;

4          the no 4 player shall play the no. 4 and no. 3 players of the

       opposing team;

4.                 doubles rubbers shall be played as follows:

1          the no. 1 and no. 2 players against the no.1 and no. 2 players of

       the opposing team;

2          the no. 3 and no.4 players against the no.3 and no.4 players of the

       opposing team;

3          the remaining two doubles may be of any combination (other

       than those set out in (1) and (2) hereof, and provided that no one

       distinct pair may play twice within the same match, and no

       player shall play greater than two doubles rubbers).  

4     where a fifth player plays in a match, that player shall play only in the two doubles rubbers referred to in (3) herein;                 

          5.           all players must be listed prior to the commencement of the match, this includes the doubles;

          6.           rubbers shall be played in the order set out on the Score Sheet unless mutually agreed to by both captains; and

          7.           no table shall be vacant for a period greater than five minutes if there is the possibility of another game proceeding;

          8.         except in the case of unavailability of a player, no player may be moved greater than one position within the team’s order of merit in any consecutive match, except with the permission of the Permit Committee;

                         Penalty: forfeiture of all rubbers won by any player in  the incorrect position  

 

10.3     Laws of table tennis as laid down by the International Table Tennis Federation shall apply, as is determined by the Executive Committee to be reasonably practicable to the Association.

10.4.1    Advice to players can only be given at the end of each game in a rubber, never at the change of ends at 5 in the fifth game of the rubber.

 

11. FINALS

 

11.1     In the Winter competition a first semi final shall be played between the first and second placed teams at the end of the minor round, and a second semi final shall be played between the third and fourth placed teams at the end of the minor round.

            1.         The loser of the second semi final shall assume fourth place;

            2.         The winner of the second semi final shall play the loser of the first semi final in a preliminary final with the loser assuming third place;

            3.         The winner of the preliminary final shall play the winner of the first semi final in the grand final with the winner assuming first place, and the premiership, and the loser assuming second place (i.e. Runners Up).

            4.          In the event of a draw (rubbers and games equal) there shall be a deciding rubber of doubles played between any two players nominated by the captain of each team (Rule 10.1.4.3 does not apply to this rubber)

 

 

11.3     In all finals matches the higher team shall be regarded as the home team and the lower team as the visiting team.

 

 

11.4     All teams who consider they will be in the finals shall at least seven days prior to the end of the minor round supply the Result Steward with a list of players required in the finals in accordance with Bylaw 6.1.4.

 

 

11.5     To be eligible to play in any final a player shall:

            1.         Be registered.

            2.         For the winter competition, have participated in at least 5 matches in that               team in that grade (unless a bye occurs in that grade, in which case 4                             matches shall be sufficient).

            3.         For the spring competition, have participated in at least 4 matches in that                team in that grade (unless a bye occurs in that grade, in which case 3                             matches shall be sufficient).

            4.         Participation in a match in a higher grade shall not be counted as a                          qualifying match for the purpose of this by-law.

 

 

11.6     Teams may also play players from lower grades as reserves in finals provided         that they have qualified for that lower grade as per by-law 11.5.  Should any                         player play in a higher grade under by-law 11.6 they shall not be permitted to             play in any finals match in a lower grade except with the written permission of             the Permit Committee.

 

 

11.7     For the purposes of Bylaws 11.5 and 11.6 "participated" is deemed to include        playing in any permissible combinations of singles and/or doubles rubbers.

 

 

 

 

 

 

12        BALLS

12.1     Only balls approved by TTSA and/or the Executive Committee of the CCTTA may be used in matches of the Association.

12.2     The home team shall supply new balls for each match of the minor round in the Winter competition.

12.4     In all finals matches each team shall supply a new ball.

 

 

16        MATCH ATTIRE

16.1          No player may wear yellow, orange or a top which may tend to unsight an opponent.

 

TABLE TENNIS BATS

 

1.         All bats shall have one black and one red rubber.

 

THE SERVICE RULE

 

1.         Service shall start with the ball resting freely on the open palm of the server’s         stationary free hand.  The server shall then project the ball near vertically                      upwards without imparting spin, so that it rises at least 16cm after leaving the            palm of the free hand and then falls without touching anything before being                      struck.  As the ball is falling the server shall strike it so that it touches first the        server’s court and then, after passing over or around the net assembly, the                 receiver’s court - in doubles, the ball shall touch successively the right half court          of server and receiver. 

 

From the start of service until it is struck, the ball shall be above the level of the playing surface and behind the server’s end line, and it shall not be hidden from the receiver and umpire by any part of the body or clothing of the server or his/her doubles partner.

 

It is the responsibility of the player to serve so that the umpire can see that they comply with the requirements for a good service, which is an “OPEN” technique fully visible to both the receiver and umpire.

 

THE ORDER OF SERVING, RECEIVING AND ENDS

 

1.         In the first game it is the only time the receivers have the choice of order as to who will receive the service.

 

2.         After each 2 points have been scored the receiving player or pair shall become the serving player or pair and so on until the end of the game, unless both players or pairs score 10 points.

 

3.         The player or pair serving first in a game shall receive first in the next game of the match, and in the last possible game of a doubles match the pair due to receive next shall change their order of receiving when first one pair scores 5 points.

 

4.         The player or pair starting at one end in a game shall start at the other end in the next game of the match and in the last possible game of a match the players or pairs shall change ends when first one player or pair scores 5 points.

MATCH RESULTS:  MINOR ROUND

One copy of the Score Sheet must be forwarded by the HOME TEAM to the RESULTS STEWARD and one copy by the VISITING TEAM to the RECORDER

                    within 48 hours of the completion of the match.

Bylaws 7.4 and 7.5, as follow, relate to match results.

7.4       In the event of a forfeit the team receiving the forfeit must send a scoresheet listing their players to both the Results Steward and the Recorder when claiming the forfeit. The team forfeiting must send a scoresheet, as per the program book, advising the forfeit.

 

7.5       Penalty - The penalty for the late return of match results shall be a fine of five dollars.

            1          Non-payment of the fine within seven days of the date of the notice shall result in forfeiture of that match and possible forfeiture of future matches.

            2          Continuation of the offence shall result in forfeiture of each match involved.
